About the Opportunity
IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #1 – Health System Service & Program Planning and Implementation Coordination.
This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.
Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health projects aligned with their expertise.
Scope of Services
Under Lot #1, the Department of Health is seeking consultants who can provide subject matter expertise and implementation coordination support for the design, planning, and delivery of public health and health care services and programs.
Assignments may involve early-stage system or program planning, implementation readiness, or active coordination of public health and health care initiatives. Work will be conducted in alignment with Nunavut’s health system context and may require collaboration with GN staff, advisory groups, external stakeholders, and service users.
This Lot also includes Implementation Science–informed implementation coordination services, supporting effective adoption, execution, and sustainability of health system initiatives.

Consultants may be proposed for projects requiring expertise in one or more of the following areas:

This Posting Is For
Senior (Executive) Health System Planning and Implementation Consulting Services, including:

Providing expert advisory support for the design and planning of public health and health care programs and services
-
Conducting literature reviews, environmental scans, and best practice analyses adapted to the Nunavut context
-
Supporting the documentation of:
-
Service or program audiences
-
Goals and outcome objectives
-
Strategies, activities, and process objectives
-

Coordinating the implementation of health system and public health initiatives
-
Applying Implementation Science–informed approaches to assessment, planning, training, coaching, and monitoring

Supporting implementation activities at the community, regional, and/or territorial levels
-
Leading or supporting training, facilitation, and change management activities

Consultant Profile Requirements
To be considered for inclusion in the roster, consultants must clearly demonstrate:

Senior-level experience in health system planning, public health programming, or health service development
-
Demonstrated experience supporting implementation of health or public health initiatives
-
Practical application of Implementation Science principles
-
Experience working in government, public-sector, Indigenous, northern, or remote health systems (Nunavut experience is a strong asset)
-
Ability to operate at a system-wide or cross-organizational level
-
Strong professional judgment, adaptability, and cultural awareness
-
Ability to produce high-quality, structured written deliverables for public-sector clients
