About the Opportunity
IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #6 – Health Policy Development and Research.
This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.
Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health projects aligned with their expertise.
Scope of Services
Under Lot #6, the Department of Health is seeking consultants to provide policy research, policy development, and technical advisory support to departmental leadership.
Assignments may involve research and analysis related to territorial health policy, legislation, regulations, public health policy, and direct health services delivery, including alignment with national and interjurisdictional health policy frameworks. Consultants may support policy development at various stages, from research and analysis through drafting and refinement.
Work may involve collaboration with Department leadership, internal policy teams, legal and regulatory partners, and external stakeholders.
Areas of Subject Matter Expertise
Consultants may be proposed for projects requiring expertise in one or more of the following areas (as applicable to Department of Health mandates):

Interface with national and interjurisdictional health policy

Indigenous health policy and governance

Conducting health policy research to inform Departmental decision-making

Completing literature reviews and jurisdictional scans

Analyzing policy options, impacts, and implementation considerations

Legislative or regulatory instruments

Standards and guidelines

Preparing briefing materials for senior leadership and decision-makers

Supporting policy alignment with national health policy frameworks and best practices

Contributing to strategy development and policy implementation planning

Consultant Profile Requirements
To be considered for inclusion in the roster, consultants must clearly demonstrate:

Senior-level experience in health policy research and policy development
-
Experience working with government health policy, legislation, or regulatory processes
-
Ability to analyze and synthesize complex policy and research information
-
Experience supporting senior leaders and decision-makers with policy advice
-
Experience working at the intersection of public health, health services delivery, and policy
-
Strong written communication skills, particularly in preparing briefing materials and policy documents
-
Experience working in Nunavut, Arctic, rural, remote, or Indigenous policy contexts (strong asset)
-
Demonstrated cultural competence and awareness of Inuit societal values and northern policy considerations

Where a consultant has previously completed similar work for the Government of Nunavut, the relevant GN Department or Division may be used as a reference in accordance with GN procurement practices
