About the Opportunity
IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #11 – Health Data Management, Infrastructure, and Analysis.
This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.
Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health data and digital health initiatives aligned with their expertise.
Scope of Services
Under Lot #11, the Department of Health is seeking consultants to provide health data management, infrastructure, and analytical expertise, working in consultation with and at the direction of GN IM/IT (TIN), the TIN Project Management Office, and/or the Chief Information Officer of Health.
Assignments may support strategic planning, implementation, monitoring, evaluation, and future iteration of health data and digital infrastructure initiatives. Work may span advisory support, hands-on technical assistance, and capacity-building, tailored to Nunavut’s health system and technical environment.
Areas of Subject Matter Expertise
Consultants may be proposed for projects requiring expertise in one or more of the following areas:

Health data analysis and data analytics

Health-focused indicator and performance measure design
-
Health database design (including environments without dedicated DBA capacity)
-
Data quality management, audits, and remediation
-
Health data interfaces and system integration
-
Master index management (e.g., patient or client indexes)
-
Cloud-based data management solutions
-
Digital identity management
-
Health information governance and data stewardship
This Posting Is For
Senior (Executive) Health Data Management, Infrastructure, and Analytics Consulting Services, including:

Supporting strategic planning for health data and digital infrastructure initiatives
-
Providing technical assistance with health data analysis and analytics
-
Designing and supporting health indicators and performance measurement data structures
-
Supporting health database design and data architecture (including where DBA capacity is limited)
-
Conducting data quality assessments, audits, and remediation planning
-
Supporting the design and implementation of health data interfaces between systems
-
Supporting master index management initiatives
-
Advising on or supporting cloud-based data management solutions
-
Supporting digital identity management initiatives within health systems
-
Supporting monitoring, evaluation, and continuous improvement of data solutions
Information Management / Information TechnologyGovernance Requirements
All IT and data-related projects under this Lot must comply with the GN Health Information Unit (HIU) approval process.
Specifically:

Projects must be submitted through a Project Request Form
-
Projects undergo a HIU-led Needs Assessment, in collaboration with TIN, to assess technical feasibility
-
No project may bypass HIU approval
-
Projects must be completed prior to Executive review
-
Following Executive approval, HIU formally engages TIN IM/IT for joint implementation
-
All work must ensure GN-wide alignment and compliance with GN security standards
Consultants must be able to operate effectively within this governance framework and support compliance throughout the project lifecycle.

Data quality audit reports and remediation plans

Consultant Profile Requirements
To be considered for inclusion in the roster, consultants must clearly demonstrate:

Senior-level experience in health data management, analytics, or digital health infrastructure
-
Experience working with health data systems in public-sector or government environments
-
Experience supporting data quality management and remediation
-
Experience designing or supporting data architectures and interfaces
-
Experience working within IM/IT governance frameworks
-
Ability to collaborate effectively with IM/IT, PMO, and executive stakeholders
-
Strong analytical and technical documentation skills
-
Experience working in Nunavut, Arctic, rural, remote, or Indigenous contexts (strong asset)
-
Demonstrated cultural competence and awareness of Inuit societal values and northern data realities

References will not be contacted without prior knowledge and approval

Where a consultant has previously completed similar work for the Government of Nunavut, the relevant GN Department or Division may be used as a reference in accordance with GN procurement practices
