About the Opportunity
IntelliStaff is responding to an upcoming Government of Nunavut (GN), Department of Health Standing Offer Agreement (SOA) for Professional Health Services and is seeking highly qualified senior-level consultants to join our proposed roster under Lot #2 – Health Program Evaluation, Benchmarking and Performance Measurement.
This posting is not tied to a live or immediate contract. Rather, it is an opportunity for experienced professionals to be included in a qualified consultant roster. If IntelliStaff is successfully awarded the Standing Offer, we will actively pursue project opportunities and propose rostered consultants for relevant assignments as needs arise.
Participation in this roster does not guarantee work; however, inclusion positions consultants for consideration on future Department of Health projects aligned with their expertise.
Scope of Services
Under Lot #2, the Department of Health is seeking consultants who can provide subject matter expertise in program evaluation, benchmarking, and performance measurement as the Department designs, plans, and/or implements health programs and services.
Projects may vary significantly in scope. For example:

One assignment may involve developing an evaluation design and providing technical assistance to Health staff during implementation.

Another assignment may involve conducting data collection, analysis, and reporting based on an existing evaluation design.
Patient, community, and staff engagement are expected in all program and service evaluations.
This Lot also includes supporting the Department in the design, planning and/or implementation of benchmarking and performance measurement across teams, divisions and system levels. Per project specifications, this may include technical assistance with health strategy alignment, performance standards, performance measurement, progress reporting, and clinical quality improvement practices.
Areas of Subject Matter Expertise
Consultants may be proposed for projects requiring expertise in one or more of the following areas:

Health program and service evaluation (public health and/or health care services)

Evaluation frameworks, logic models, and theories of change

Evaluation planning and implementation support (technical assistance, coaching, capacity-building)

Stakeholder engagement approaches for evaluation (including patient, community, and staff engagement)

Data collection tool design (e.g., surveys, interview guides, focus group protocols)

Mixed-methods evaluation (qualitative and quantitative approaches)
-
Data analysis planning and interpretation
-
Reporting and communication of evaluation findings for diverse audiences
-
Benchmarking design and implementation in public-sector health environments

Performance measurement frameworks and indicators (team, division, system-level)

Progress reporting and performance monitoring

Clinical quality improvement practices and continuous improvement approaches

Consultant Profile Requirements
To be considered for inclusion in the roster, consultants must clearly demonstrate:
-
Senior-level experience in health program evaluation, benchmarking, and/or performance measurement
-
Experience delivering evaluation work in health or public-sector contexts (design and/or implementation)
-
Experience designing engagement approaches that incorporate patient, community, and staff engagement
-
Experience developing data collection tools and conducting or guiding mixed-methods analysis
-
Ability to translate technical findings into clear, actionable insights for leadership and operational teams
-
Experience supporting performance standards, progress reporting, and continuous improvement/quality improvement initiatives
-
Experience working in Nunavut, Arctic, rural, remote, and/or Indigenous health system contexts (strong asset)
-
Demonstrated cultural competence and awareness of Inuit societal values and northern realities relevant to evaluation and measurement work

Where a consultant has previously completed similar work for the Government of Nunavut, the relevant GN Department or Division may be used as a reference in accordance with GN procurement practices
