How to Obtain an ITIN Without an SSN

So, you’re a registered nurse from Canada or Mexico, eager to bring your healing touch to the United States. But wait—what’s this about needing a Social Security Number (SSN)? And what’s an ITIN? Fear not! Let’s unravel this alphabet soup together.

What Is an ITIN, and Why Do You Need One?

An Individual Taxpayer Identification Number (ITIN) is a nine-digit number issued by the IRS for federal tax purposes. It’s for individuals who need a U.S. taxpayer identification number but aren’t eligible for an SSN. As a foreign nurse without an SSN, you’ll need an ITIN to file U.S. taxes and, in some cases, to apply for state licensure. Many state boards will accept an ITIN in lieu of an SSN, for example California.

Cost of Obtaining an ITIN

Good news for your wallet: applying for an ITIN is free! The IRS doesn’t charge a fee for processing Form W-7. However, if you choose to use a Certifying Acceptance Agent (CAA) to assist with your application, they may charge a service fee.

Steps to Apply for an ITIN

  1. Complete Form W-7: Fill out the Application for IRS Individual Taxpayer Identification Number. Ensure all information is accurate to avoid processing delays.
  2. Prepare Your U.S. Federal Income Tax Return: Generally, you must attach your tax return to your ITIN application. This demonstrates a valid tax purpose for the ITIN. There are exceptions, but they’re as rare as a nurse with a spotless white uniform after a 12-hour shift.
  3. Gather Supporting Documents: Provide original documents or certified copies from the issuing agency to prove your identity and foreign status. A valid passport can serve as both. If you don’t have a passport, you’ll need at least two other documents, such as a foreign birth certificate and a national identification card
  4. Submit Your Application: You have three options:
    • By Mail: Send your completed Form W-7, tax return, and supporting documents to the IRS ITIN Operation in Austin, TX. Original documents will be returned to you, but it may take up to 60 days. IRS
    • In Person: Apply at an IRS Taxpayer Assistance Center (TAC) that offers ITIN services. This way, you can keep your original documents. Remember to make an appointment; walking in unannounced is about as welcome as a surprise audit. IRS
    • Through a Certifying Acceptance Agent (CAA): These are authorized individuals or businesses that can help you apply and certify your documents, so you don’t have to mail originals. They might charge a fee, but it’s a small price to pay for peace of mind. IRS
  5. Wait for Processing: The IRS typically processes ITIN applications in about seven weeks. However, during tax season (January 15 to April 30) or if you’re applying from abroad, it can take up to 11 weeks. Use this time to brush up on your American medical jargon—it’s not all “stat” and “code blue.” IRS

A Note on State Licensing Boards

Some state nursing boards accept an ITIN in lieu of an SSN for licensure purposes. However, requirements vary by state. It’s crucial to check with the specific state’s board of nursing to understand their identification requirements. The National Council of State Boards of Nursing (NCSBN) provides resources that can help you navigate these requirements.
